ASME fully supports the Councils decision to remove the MOE requirement from the Model Law and maintain the current criteria, which requ ire a bachelors degree from an EAC/ABET-accredited program for licensure.The vote to eliminate the MOE requirement, which would have gone into effect in 2020, took place at the NCEES annual meeting in Seattle. The vote included the condition that meeting delegates would draft an official NCEES position statement advocating additional engineering education beyond a bachelors degree. The Council originally voted in 2006 to add the MOE provision to its Model Law and Model Rules, which serve as the Councils best-practice models for state licensure laws and rules. Since then, NCEES annual meeting delegates made several modifications to its language in an effort to fine-tune and clarify the requirement.The NCEES decision is encouraging news for ASME, which has contested the MOE requirement since it was introduced eight years ago. The ASME Board of Governors issued a position statement opposing the MOE proposal in April 2008. Later that year, ASME established the Licensing That Works coali tion of engineering societies, which endorsed the position statement. The coalition, which is leuchtdiode by ASME, encompasses 13 professional engineering organizations representing 300,000 engineers. Former ASME Senior Vice President Robert Luna is chair of the coalition, which is staffed by David Soukup, managing director, Governance.One reason the delegates voted to remove the MOE provision was that it was creating uncertainty for students entering engineering school and for engineers trying to speculate what future engineering licensing requirements might entail, according to Jerry Carter, executive officer for NCEES. Because the language had been incorporated into the NCEES Model Law and Model Rules but had not yet been adopted by any individual licensing board, it was causing confusion among students, educators, and professional engineers, he said.In addition, NCEES members were concerned about the requirements impact on the NCEES Records program, which is used by professional engineers throughout the United States to initiate comity licensure - the process by which a professional engineer licensed in one state gets licensed in another.This has been a long crusade which ASME Presidents Sam Zamrik, Tom Barlow, Amos Holt, Bob Simmons, Vickie Rockwell, Marc Goldsmith, and Madiha Kotb have all taken a key interest in, said current ASME President J. Robert Sims, who has participated in the past two NCEES annual meetings. The ASME Pressure Vessels and Piping Division is the primary sponsor of the PVP-2013 Conference, with participation by the ASME Nondestructive Evaluation (NDE) Engineering Division.Conference organizers noted that there welches an especially strong Asian presence at this yea rs meeting, with nearly 300 attendees hailing from Japan, China, Korea and Taiwan. The award recognizes Bees outstanding contributions to the Pressure Vessels and Piping Division and to the technology related to the pressure vessels and piping industry. Bees, formerly of Babcock Wilcox Nuclear Equipment Engineering Division and currently an engineering consultant, has had a distinguished career in the pressure vessel design field for more than 46 years. He has also been a longtime volunteer on several ASME Codes and Standards subcommittees and subgroups. The Software Demonstration Forum was one of the PVP-2013 Conferences many highlights. Also during the luncheon, Kotb and Zamrik presented ASME Dedicated Service Awards, which recognize outstanding voluntary service to the Society, to Jim Corey, Kunio Hasegawa and Ash Khare. In addition, PVP Division Chair Mike Nitzel presented the 2013 S. S. Chen Pressure Vessels and Piping Division Outstanding Service Award to Claude Faidy. This award recognizes Faidys outstanding volunteer s upport of the PVP Division, demonstrated through prolonged and committed service, devotion and enthusiasm. Faidy, formerly of Electricit de France, is a consulting engineer with CF International - Structural Integrity Engineering. The winners of another PVP Conference highpoint - the 21st Rudy Scavuzzo Student Paper Symposium and Competition - were also announced at the Honors and Awards Luncheon. In the bachelors and masters degree category, P. G. Pritchard of North Carolina State University was named author of the winning paper for Constitutive Modeling of High Temperature Uniaxial Creep-Fatigue and Creep-Ratcheting Responses of Alloy 617. Most public training providers are unable to match the salaries being offered by the resource giants, and so there is a dearth of new teachers entering the field. A recent survey of TAFE college staff revealed that TAFE colleges are struggling to meet the demands of both students and industry, with 70 per cent of respondents stating that their TAFE did not have the capacity to meet industry needs, particularly in their local community. Fifty eight per cent of teachers and managers have had to turn away students in the last two years and 46 per cent report student waiting lists, especially in the areas of engineering and related technologies. The primary reason for students being turned away was lack of places. Students are being turned away or forced to wait, in trade areas like engineering where there are critical national skills shortages, says Angelo Gavrielatos, Australian Education Union Federal President.
